The federal government is set to introduce a bill to alter a list of protected sporting events free-to-air television broadcasters must show live if they hold the rights.
Under the proposed amendments, free-to-air broadcasters would have more ability to use their secondary channels to show events, because the anti-siphoning list will be split into two tiers.
The first tier would list nationally iconic events, such as the Melbourne Cup and the finals of major international and domestic competitions, that would have to be shown on a free-to-air broadcaster's main channel.
The second tier events, including regionally iconic and nationally significant events, could be shown first on a secondary free-to-air channel.
These could include the preliminary matches of international and domestic competitions.
The legislation, which is due to come before parliament in the autumn session, should give broadcasters greater flexibility in their schedules.
In a recent example, Communications Minister Stephen Conroy gave the Seven Network special permission to switch Australian Tennis Open matches to one of its digital channels when the games clashed with the broadcaster's evening news bulletin.
But the bill would also require all marquee list sporting events to be shown live and in full.
Stations cannot hoard marquee events and must show them or offer the rights to other broadcasters.

Brownlow medallist and Nine Network star Shane Crawford has joined football’s biggest names for Australia’s only tailored regional AFL call this season.
Entertainment and content business Crocmedia has announced Crawford would join the team, which already includes Rex Hunt, Sandy Roberts and Billy Brownless, behind the microphone for its syndicated call.
Known as AFL Live, Crocmedia’s call and AFL support programs will be heard on up to 82 stations at times across most of regional Australia each weekend.
Recruit Cameron Mooney joins the commentary team too, which also includes Peter Daicos, Terry Wallace, Peter Donegan and Wayne Schwass.
Crocmedia’s news director and The Footy Show star Damian Barrett will also deliver the breaking news as it happens.
Crawford, from Finley, said he was delighted to connect again with regional areas. He will provide expert analysis each Saturday alongside Roberts and Hunt.
“I’m a country boy at heart and the unique nature of this broadcast being for regional areas is really appealing,” Crawford said.
“To work with icons like Rex and Sandy and to continue working with Billy will be great fun.”
Crocmedia chief executive Craig Hutchison said it was one of the strongest commentary teams ever assembled on the airwaves.
“Sandy and Rex are broadcasting greats and hall of famers who are at the peak of their powers,” Hutchison said. “And they’ve never called regularly together until now.
“With characters like Shane, Billy and Cameron joining our team of experts we are ready for the biggest year yet.
“Most of our team are either from regional areas or have strong ties in the various regions. They share our vision that rural areas deserve their own tailored call.”

Peter Holder, Publisher of Weekly Titles, ACP Magazines, today announced the appointment of Corrine Barraclough as editor of NW magazine.
Barraclough replaces Lisa Sinclair, who is joining ACP’s flagship weekly Woman’s Day in the role of Executive Editor.
Both appointments are effective on Monday, February 6.
Corrine Barraclough has been executive editor at NW for two years, having moved from her role as deputy editor at Now magazine in London to take up the position.
She has 12 years’ experience in magazines spanning teen and women’s monthlies, newspapers and weeklies. Her tabloid career has seen her head-hunted by 3am, the Daily Mirror in London, then by Star Magazine in New York.
Returning to London, Barraclough worked at News of the World before landing at Now magazine where she worked for three years, starting as associate editor and then promoted to deputy editor.
Peter Holder said: “NW has been very lucky to have both Lisa and Corrine at the helm for so long, and while Lisa’s departure is a loss, Corrine will admirably fill her shoes. Corrine’s understanding and instinct for the celebrity market has always been one of NW’s greatest assets.”
Corrine Barraclough said: “I’m thrilled to be taking the role of editor at NW and leading such a fantastic team. It’s a brand that I’m really passionate about and we have lots of exciting opportunities ahead.”

Yahoo!7 today announced that former E*TRADE Managing Director, Stuart Sayers, will join Yahoo!7 in the newly created role of Chief Operating Officer commencing April 2012.
Stuart comes to Yahoo!7 with a background in management consulting at McKinsey & Company as well as a deep understanding of transactional businesses from his time at E*TRADE and ANZ Bank.

The White House has said it won’t be responding to a petition calling for an investigation into whether comments by MPAA head Chris Dodd about paying for political support constituted an admission of bribery.
Shortly after SOPA and PIPA were kicked into the long grass by nervous legislators, Dodd - himself a former senator – remarked to Fox News that his organization was “watching very carefully” and would not be writing campaign donation checks to politicians who ceased to support it. The comments sparked a petition to the White House and it gained the requisite 30,000 signatures needed to trigger a response within hours.

The Munich Regional Court has chucked out an Apple request to impose a ban on the sale of Samsung's Galaxy Tab 10.1N tablet and on the South Korean giant's Galaxy Nexus smartphone.
The court decided that the Apple-owned patent on which the Mac maker had pegged its allegation that the Samsung kit infringes its intellectual property will be torn up.
