NEGOTIATIONS for the most critical broadcasting deal in rugby league history are likely to begin early in the new year - almost two years before the current rights expire.
The Herald understands NRL powerbrokers can begin their much-anticipated discussions with the current free-to-air broadcaster, Channel Nine, from January 1. It is believed Nine has a 90-day window in which only that network can be part of the talks - after which the NRL can then start negotiating with the other networks.
Given the strength of the game and the uncertainty over salary cap changes - as well as the awareness that the AFL's television rights deal expires a year before that of the NRL - it is likely the rugby league figures involved in the negotiations will push for a start as early after New Year's Day as possible.

The Nine Network last night introduced ad-buyers to its coverage of the London 2012 Olympic Games, as the 2-year countdown to the event begun.
Nine CEO David Gyngell told around 350 guests at the Willoughby launch that Nine would go to market with 18 sponsorship packages including four at the highest level which are expected to reap $10m each.
Gyngell rallied the Nine troops assembled for the launch, and boldly declared under his watch the Network is focusing on News, Current Affairs, quality Australian drama series and great sports events.
Nine will start on-air Olympic promos six months out from the Games and former gold medal winners now signed to the network, Grant Hackett and Giaan Rooney, will be available to work with sponsors.

Austar United Communications' first-half profit has dropped 42%.
For the six months to June 30, net profit was $20.69 million compared with $35.5 million for the same period a year earlier.
Austar revenue lifted 6.3 per cent to $351.86 million.

Two companies will invest an estimated $US400 million ($450 million) in a new 13,600-kilometre submarine cable that they say will double telecommunications capacity out of Australia and further reduce broadband costs to consumers.
Telecommunications company Pacnet and a new company created specifically for the new cable, Pacific Fibre, will invest the money and have it built by 2013.
They will tender for its build before year's end.
The plan to build the cable was revealed in March, when Pacific Fibre was searching for an investment partner.

Prime and Southern Cross may be targeted by their capital city affiliates if the ALP is returned to government on August 21st.
The potential sale of the companies would be prompted by the removal of the 75 per cent audience reach rule, which restricts free-to-air television companies from owning stations that reach more than 75 per cent of the population.
The potential removal of the rule was proposed by Communications Minister Stephen Conroy who said it would be included in the government's "convergent media review".
If the rule is scrapped it could see the Ten Network bid for Southern Cross, which broadcasts Ten programmes in regional centres and owns numerous commercial radio stations.
The top-rating Seven Network would also likely acquire Prime Television, which is undergoing a corporate and programming restructure, including moving regional NSW news bulletins to its Canberra facilities, angering local communities in southern and western NSW.

The ABC’s managing director, Mark Scott, has told a Sydney event the rise of the National Broadband Network will accelerate the decline in commercial media.
Speaking at a Committee for Economic Development of Australia (CEDA) event, Scott claimed the rise of the Internet was a major cause of commercial media organisations reducing services around Australia.
“Digitalisation has meant that it is harder for you to extract a premium or a price for the content you are creating because so much is available free of charge,” he said. “In radio you see a retreat from services in rural and regional areas and more syndication of content created elsewhere.”
Scott said when he began his tenure at the ABC, applications were scaled back to suit the dial-up Internet speeds of rural and regional Australia.

It is one thing to say that climate change is crap but quite another to threaten to scrap a popular $43 billion nation building project. That appears to be the corner that the leader of the opposition Tony Abbott has painted himself into with his announced intention for the National Broadband Network.
Mr Abbott has campaigned upon a platform of economic responsibility having built up a formidable armoury of bullets to fire against the Rudd/Gillard Government after a number of costly project fiascos. However, he appears to have badly misjudged the mood of the electorate on the issue of the NBN.
Ben Shipley, the managing director of Brisbane-based telco Comscentre, typifies the mood of the powerful and influential Australian telecoms industry when he describes the Abbott Coalition plan as being from the “dark ages”.

The federal government has censored approximately 90 per cent of a secret document outlining its controversial plans to snoop on Australians' web surfing, obtained under freedom of information (FoI) laws, out of fear it could cause "premature unnecessary debate".
The government has been consulting with the internet industry over the proposal, which would require ISPs to store certain internet activities of all Australians - regardless of whether they have been suspected of wrongdoing - for law enforcement agencies to access.
All parties to the consultations have been sworn to secrecy.

This is an excellent article from the ABC regarding the filter.
"Labor's internet filtering policy isn't being discussed in the run-up to the election but its impact on Australia is significant.
Championed by Minister for Broadband, Communications and the Digital Economy, Senator Stephen Conroy, the $30million+ filter is being sold by Labor as an internet block for child pornography, bestiality and extreme pornography with 'wide ranging support from the Australian public' and 'only minimal opposition against'.
But after a new, lengthy investigation it transpires that virtually none of this is true. What Australia will get from this internet filter is a framework for censorship that doesn't stop "the worst of the worst" but will absolutely curtail discussion on politically incorrect topics like euthanasia, safe drug taking and graffiti while banning relatively-tame adult content."

Telstra customers south of Brisbane remain in the dark over a cable outage that has left subscription television and broadband internet users disconnected for more than 18 hours.
Customers in the Robertson and Mt Gravatt area have had no access since the Telstra cables went out at about 5.45pm yesterday.
Telstra customer Marcus, who did not want his surname revealed, told brisbanetimes.com.au his family leased out a rental property in Robertson.
The German students arrived this weekend and have found themselves without television and internet access.
“The students can't even talk to their parents on Skype or email them,” Marcus said.
“I have contacted Telstra support twice last night and twice this morning. They don't know or don't want to say what's going on."

Suncorp Metway and Bendigo and Adelaide Bank have flicked the 'on' switch on their enlarged, combined automatic teller machine (ATM) network.
The two regional banks said on Monday their 2.4 million customers now had access to a combined ATM network comprising 2000 machines across Australia, and without incurring a direct fee.
A partnership between the banks to set up the combined network was announced last December.
The network went live on Monday, more than three months later than originally planned.
It has 400 more ATMs than previously announced.

Spanish TV firm Antena 3 will shoot an entire season of one of its television series entirely in 3-D in what it said would be a world first.
In a statement, it said the second season of "Los Protegidos", or "The Protected", its hit fantasy drama about a group of people with special powers, would be taped entirely in 3-D.
Up until now 3-D content for television -- which require special glasses for viewing -- has been limited to single episodes of series, or one-off events such as concerts and sports matches.
Each 3-D episode of the series would take between 5-7 days longer to tape than a conventional episode, which takes on average just ten days to tape, it added.
"'Los Protegidos' is especially well suited to be taped using this technique because of its content and special effects," the statement said.
The first season of the series, which made its debut in January, had 13 episodes. It captured an average of 3,349,000 viewers per episode for an audience share of 18.1 percent.

Austar is broadening its international news horizons this week by launching China's new English-news channel to its lineup.
The regional subscription television provider also brings Al-Jazeera's news channel into the 740,000 homes of subscribers.
The CCTV News Channel will start broadcasting to regional Australia on Thursday, the same day ABC News 24 launches on digital free-to-view, Foxtel HD and Austar HD.

The Nine Network has axed its long-time coverage of the Tennis' holy grail, Wimbledon.
The network is believed to have saved $15m per year by not renegotiating for the rights.
The decision sets the battleground for the looming AFL and NRL rights, of which Nine is expected to be a major player.
Nine has indicated to the AFL its intention of bringing Monday Night AFL to screens across the country as a marquee weekly event if it wins the rights.

Prime Minister Julia Gillard is likely to visit Governor General Quentin Bryce tomorrow to set an August 28 election date, the ABC understands.
According to Labor sources, Ms Gillard is expected to visit Quentin Bryce in Canberra tomorrow morning.
But it is believed that the issuing of the writs will be delayed until next Wednesday to allow more time for people to enrol to vote.
The election campaign will be six weeks long.
Ms Gillard will travel to Brisbane, where there are particular concerns among Labor of a lag in youth enrolment in Queensland, after her visit to Yarralumla.
Ms Gillard has arrived in her electorate of Lalor in Melbourne after earlier visiting Tasmania on a whistlestop tour before the election campaign proper begins.
She has been forced to fend off questions over whether she reneged on a handover deal made with Kevin Rudd the night before he was toppled as Labor leader.
Speaking in Tasmania today, Ms Gillard reaffirmed her earlier statements that there would be a role in Cabinet for Mr Rudd if Labor were re-elected.
"If the Government is re-elected I will choose the ministry. I have said that Kevin Rudd will serve as a senior minister in a re-elected Gillard Government. That is my commitment, I will honour that commitment," she said.
Opposition Leader Tony Abbott has also been on the unofficial campaign this week, visiting electorates in New South Wales and Queensland.
Ms Gillard became Prime Minister just over three weeks ago after ousting Mr Rudd when his support among Caucus collapsed.
After taking on the prime ministership Ms Gillard sought to quell concerns over the legitimacy of her rise to power by promising that she would soon allow voters to go to an election.

In May 2007, Turkey began censoring the internet. It started out innocent enough – according to Al Jazeera, they just wanted to block child pornography, online gambling sites, information on recreational drugs and sites which insult the country’s founding father. Today over 6000 sites have been blocked, including YouTube and parts of Google.
According to Wikipedia, other blocked sites in Turkey include: Youporn, The Pirate Bay, Megaupload, Deezer, Virb, Dailymotion, Google Groups, Tagged, Netlog, Slide, GeoCities, CareerBuilder, Alibaba, ShoutCast and WordPress.com.
Obviously Australia is not Turkey. But it’s interesting to hear that the Eastern European country’s filter began as an attempt to stop similar types of content from being accessed. Which makes it all the more important that we stand up and fight the filter now, before it’s introduced to parliament.

The AFL is on track for record attendances and memberships in 2010, but TV ratings have been poor this year.
AFL have said some slots are down but are generally pleased with TV ratings but quickly change the talk to the membership figures and crowd figures.
They have blamed it on a number of blow-outs..
Ten- Saturday night audiences drop from a Melbourne average of 374,000 last year to 283,000 this season..
Seven - Friday night football audiences are down 8.9%, from an average of 462,000 last year to 421,000 this season.
Foxtel- Saturday night coverage has seen its figures jump by as much as 20%.

Scammers posing as state government Fair Trading officers are conning Queenslanders to pay for refunds of overcharged bank fees.
The scammers have reportedly called residents stating they are from the Office of Fair Trading and citing the department’s office address in Charlotte Street.
It is not known how many residents, if any, have been duped by the scammers who offer to help them reclaim overcharged bank fees - at a hefty price.
Fair Trading Minister Peter Lawlor said officers of his department would never phone residents offering to refund overcharged bank fees.

ZDNet Australia asked Optus, Internode and iiNet whether telecommunications reform is still needed now that the government has reached a non-binding business agreement with Telstra.
As well as reforming the telecommunications sector, the Telecommunications Legislation Amendment (Competition and Consumer Safeguards) Bill 2009 offered Telstra a choice to voluntarily opt for structural separation or face an imposed functional separation coupled with tough sanctions, including a possible ban on acquiring spectrum for 4G wireless services.

That was until the Federal Government and the company charged with building the National Broadband Network (NBN), NBN Co, reached a non-binding heads of agreement with Telstra.
Under the $11 billion deal, NBN Co will have access to Telstra's backhaul fibre and its network of pits, ducts and wires. Telstra has also agreed that as the government's planned network is rolled out, it will migrate its customers from its copper and cable networks to the new fibre network. Telstra will, however, still use its cable network to fulfil its contract with pay TV company Foxtel.
